Former U.S. ambassador-at-large for war crimes issues discusses recent genocides, establishment of International Criminal Court

David Scheffer, Director of the Center for International Human Rights at Northwestern University School of Law, spoke at USC on February 14.  The event was sponsored by the USC Gould School of Law, the International Human Rights Clinic, and the USC Shoah Foundation Institute.

Scheffer discussed his new book, All the Missing Souls:  A Personal History of the War Crimes Tribunals, which details his experiences as U.S. ambassador-at-large for war crimes issues under the Clinton Administration.  Scheffer contributed to the formation of criminal tribunals for the Balkans, Cambodia, Rwanda, and Sierra Leone, as well as to the founding of the International Criminal Court (ICC).  Governed by the 1998 Rome Statute, the ICC is the first permanent, treaty-based court for the prosecution of crimes against humanity.
